Domestic Service (Schedule D-1)
This schedule is applicable to single phase residential service for single-family dwellings, condominium house meters, townhouse house meters, cooperative apartment meters, flats, and apartments separately metered by Silicon Valley Power. Please see the D-1 rates and time of use rate schedule.

** This comparison does not factor in the additional user tax charge levied in most PG&E service jurisdictions (typically 5%). Santa Clara customers are not charged these additional fees.
Net Energy Metering Service (Schedule NM)
This schedule is applicable to all SVP customers who own and operate a solar or a wind turbine electric generating facility, or a hybrid system of both, that is located on the customer’s premises and operating in parallel with SVP’s transmission and distribution facilities. Such facilities shall not exceed 1000 kilowatts and shall be used primarily to offset part or all of the customer’s own electric requirements. Please see the NM Rate Schedule.
Santa Clara City Council adopted Rate Schedule NM (NM1.0) to comply with the legislature for net metering under Public Utility Code Section 2827 which requires the utility offer a net metering rate “until the time that the total rated generating capacity used by eligible customer-generators exceeds 5 percent of the electric utility’s aggregate customer peak demand.”
Silicon Valley Power has not reached the 5 percent threshold defined under Public Utility Code 2827. Public Utility Code Section 2827(c)(4)(A) states that utilities with less than 100,000 service connections are not obligated to provide net energy metering to additional customer-generators once the combined peak demand of all electricity used by eligible customer-generators under net metering exceeds 5 percent of Silicon Valley Power’s aggregate customer peak demand.
Silicon Valley Power has less than 60,000 service connections. Although we are not obligated to offer a net metering successor tariff once we exceed the five percent threshold, the utility has made a commitment to environmental responsibility and will continue to provide incentives to our solar customers. However, the NM successor tariff, if adopted by City Council, might be structured and/or priced differently from any NEM 2.0 or NEM 3.0 offered by other utilities so that it will not result in cost shifting to our non-solar customers. Timing for a successor tariff will depend on when new customer generation is developed in Santa Clara that results in exceeding the five percent threshold.
